Overview:
In emergency/disaster situations, we must be prepared to use the digital mode which best fulfills the needs for “intra-jurisdiction,” “inter-jurisdiction,” and “next larger jurisdiction” communications needs of the served agency. There is not a single “best” mode/system to use, and resiliency is a key factor. The most important part is to be compatible with the digital station at the other end. NBEMS compliments the BBS and Winlink systems we already use. It does not require infrastructure, and allows radio amateurs to reliably send and receive data using nearly any computer (Windows, Mac, and Linux) and any analog radio without requiring a dedicated digital infrastructure or specialized modem hardware.
